Why is artistic filter grayed out

I want to apply the edges of the poster to a smart object layer, but the filters Gallery is greyed out. Gallery of filters is also grayed out for all other layers in this project. PhotoShop CC. The problem was not RGB-related, but was, in fact, solved by my changing Mode to 8-bit from bit. This is why I had no such problem with my older images, which were 8-bit to begin with.
